Investment Policy Committee

The Investment Policy Committee's (IPC) role is to develop Fisher Investments' strategy for the firm's products based on Fisher Investments' philosophy, process, research and current trading conditions. The IPC collaboratively makes all strategic and tactical investment decisions affecting the firm's portfolios. While the IPC functions as a team, each member takes on a distinct role in day-to-day portfolio management responsibilities, thus leveraging individual expertise. Kenneth Fisher (Chief Executive Officer and Chief Investment Officer) is responsible for broad, macroeconomic analysis of Fisher Investments' strategy overall. Jeffery Silk (Vice Chairman) and Andrew Teufel (Co-President and Director of Research) oversee Fisher Investments' in-house research efforts, portfolio engineering & implementation and the firm's technological research resources.

Kenneth Fisher is best known for his prestigious "Portfolio Strategy" column in Forbes magazine, where his 20+ year tenure of high-profile market calls makes him the fourth longest-running columnist in Forbes' history. Kenneth is the Chief Executive Officer and Chief Investment Officer of Fisher Investments, a $43 billion* multi-product money management firm serving large corporate and public pension plans, in addition to endowments, foundations and high net-worth individuals. He has written four major finance books including the 1984 best seller Super Stocks, published by Dow Jones-Irwin. His most recent book, New York Times Best Seller The Only Three Questions That Count, was released in Dec 2006. Ken has also been published in and interviewed by numerous finance and business periodicals. Kenneth's theoretical work in the 1970s led to the development of a tool known as the Price to Sales Ratio, which is now part of core financial curriculum. His recent research, which focuses on the emerging field of behavioralism, has appeared in many professional and scholarly journals such as the Journal of Portfolio Management and Financial Analysts Journal.

Jeffery L. Silk

As one of the early employees of Fisher Investments, Jeffery has been with the firm since 1983. In his 20+ year tenure, he has worked in virtually every aspect of the firm. Jeffery is currently Vice Chairman, a shareholder and member of the firm's Investment Policy Committee. Prior to his current responsibilities, Jeffery was President and Chief Operating Officer. He has also served as the firm's Director of Trading and Operations, where he was instrumental in developing Fisher Investments' portfolio management, research and trading technology. He has written numerous articles and lectured before institutional investors on the use of technology in the investment process. Prior to working at Fisher Investments, Jeffery worked for First Republic Capital Corporation as an analyst and developer of investment databases. Jeff received a degree in finance from the University of San Francisco.

Andrew S. Teufel

Director of Research

During his tenure at Fisher Investments, Andrew has contributed to the development of numerous proprietary capital markets technologies enabling the firm to innovate and add value through dynamic portfolio management. Andrew is responsible for the supervision of, and participation in, the qualitative independent equity research process at Fisher Investments. He has been an employee of Fisher Investments since 1995 and is a member of the Investment Policy Committee. Prior to joining Fisher Investments he worked at Bear, Stearns & Co. Inc. as a Corporate Financial Analyst in its Global Technology Group. Andrew received a degree in Economics from the University of California at Berkeley.
